Paan is a type of chewable refreshment and can contain tobacco. It is sometimes discarded by users by spitting on to the ground leaving red staines. We are campaigning to ban paan spitting in public spaces in the Harrow Borough although we do not object to people enjoying paan recreationally and disposing of properly.

“We want our neighbourhoods to be safe and clean. Spitting paan or any other substance on our public grounds has no place in our borough. We urge Harrow Council to introduce a ban on paan spitting in public and consider appropriate fines for those that continue to engage in this practice”. 

Joseph Gaunt (Chair of Harrow LibDems) said “Spitting onto the ground is unhygienic and particularly deplorable as we have not long come out of a pandemic where our standards of hygiene have been notably raised. Spitting paan on the ground leaves red staines and is difficult to clean. This is not fair on the residents of Harrow who have to live with the consequences of paan spitting”.
